FLASH: icky layered button conflicts!

I've got a large menu which pops up on top of underlying buttons. 

Unfortunately, when selecting an item from the menu which has another 

button underneath, the link goes to the underlying button's 

destination, not the menu item's destination.


Is there a way to create a pop up menu which masks underlying interactivity?
