No, you need a separate on for PC and Power Macs both can be created
with Flash 4 Publish feature on PC or Mac. PC version gets compressed in
bin-hex .hqx format so it can be sent to a Mac.

If you need for Win 3.1 or Mac 68000 then you need to create on those
platforms and can only use Flash 3 content.
