You can import a QT movie into Flash, but not for export to Flash.

Normally, you would export the QT as a QT4 movie combined with Flash. 

But you could also output it as a frame by frame animation and then

reimport those frames back into Flash to replace the QT movie.

Yes, that is how video is done in Flash.
