No and yes.

First, the no. MM does not make the ActiveX control for IE/Win available as
an offline installer like it does with Netscape's plugin. To install the
Flash Player ActiveX, a user must install from our web site.

Second, the yes. If you own the Flash 5 authoring program (I suspect you
do), you have an installer for this player located in:

Flash 5>Players>InstallAXFlash.exe

This allows you to install the player offline into your own browser, but
it's not intended for distribution.
