You can use JavaScript to detect the screen.width and
screen.height. From this information you should be
able to tell how big your Flash movie is. You can use
FSCommand to pass that info to the movie and use
Actionscript (Y Scale and X Scale properties) to rescale
the portions that you wish to rescale accordingly. I
don't really think using JavaScript is a great idea, but it
will get the job done on some browsers anyway.
If you're looking for a Flash-only solution, I really think
Randy Kato's offered the only methods available. Of
course, if you've seen an example to the contrary, I'd
love to see it too.
