I think I may have mis-understood this question.... isn't he looking to
have his flash movie scale, but have his BMP's in the movie at a fixed size?

Tim,

In Publish settings just choose to match the size of the movie, which will
display it as absolute pixel size. Or you can hand-tweak the HTML so that
the width and height values are set to your original movie dimensions (be
sure to set the values in both the Object and Embed tags).
