The top thing that matches this description is "IE/Win can't replace an

ActiveX Control in reuse, so it requests a restart".


It may also be the "IE/Win 'MS auto-install' (sp?) is turned on"... there's

a browser config in IE/Win that could force downloads from the Microsoft

site instead. (I haven't explored this personally but it's in the FAQs.)


There could be other ways to get such a symptom too... network utilities

that don't permit downloads/installs, others... but the above are the two

most frequent hidden causes behind similar problem descriptions here, if

that context is of help.
