20 is perhaps too large but depends on final movie size.
You are definitely going to need a preloader, try not to think of this as
some blinking "loading" bar, but a small movie(s) that entertains the
viewer while your main content is loading.
Regarding using single pictures in individual .swf s, I think this is the
way to go. There are also advantageus considerations here- of bitmap best
quality in a single frame. Check MM tech notes or Sockman Flasher archive
for John Dowdell's comments on this subject.
