FLASH: Image rendition - Fplayer 3 vs. later

i've done a desktop test


wanting to provide backwards compatibility since MM reported at the flasher

confer that 

f 3 players were 60% ubiquitous


thus, i've output F4 files for flash 3


however, my tests show that f3 players render bitmap images with more color

banding than the the current player at same jpeg Q output


is this true or an error on my part ?
