The address given below is for the Internet Information Server Option pack for NT4, I believe. You need the option pack for windows 98 which is about the same place on the MS Web site. All you do is give your system the IP address of 127.0.0.1 in your host file and this creates a kind of loop back fooling your windows 98 OS into thinking that it is a web server and the page you are viewing is over a network. I think all this comes with the Full version of FrontPage but I am not sure.
However if you have the option the best thing to do is have a second PC running NT Server with IIS4 running as web server. You can then run your own intranet to test asp and Flash or any other web stuff. That is what I do. Next time you upgrade don't throw you old system out just turn it into a server. Another advantage is if you are like me a use a large monitor it is a real pain having to change the res to 800X600 if you run a small LAN you can have a small monitor running at 800X600 to test your web sites and see then how the lowest spec system will see them. Unless you run at 1600X1200 the aspect ratio changes and things can look a little different at low res.

I had it for a while and it is good if you want to use
it for yourself, but there are better ones for public
viewing of your site. It is pretty easy, there is a
publisher right in it or you can just save it to the
folder. You can get activestates perl for you scripts
and stuff.
