Netscape (maybe others too) will always display Flash movies (and 

form elements) above all layers. Nothing you can do (that I know of) 

other than revisit your design. Why not make the drop down menus 

Flash as well?

You mean the default Behaviors that ship with DW ... learn JavaScript 

and try to edit them, you will then broaden your definition of 

sloppiness out of frustration.
