Be aware that those Alt# characters can be font specific. Windows9x has a
character map (start>accessories>system tools) to view the correspondence.

Alt0149 *will* make a bullet for many common fonts (times, verdana, arial,
helvetica etc), but something else for some other fonts . . .

However, with encoding, the ascii chart for URL encoding can be found at
Helen's valuable resource page:
