It's probably the EXE. I know this cuts off anyone not on
a windows machine, but the alternatives are not much better.
You can't simply include the SWF because normal users
won't have the player for it. You could include the SWF in
an HTML e-mail, but many mail clients don't support HTML
mail. There is also the possibility of just providing a link to
a site with your SWF on it, and hoping that gets passed around.
I think you'll get a low distribution of a URL though: the
average person needs a full-fledged program in her/his e-mail to
actually get her/him to look at your work (Links are too
easily ignored).

I think the EXE is the best way, despite the problems. It seems
that most of these campaigns have used the EXE in the past too.
