I have successfully changed behaviors back and forth without problems.
Most likely cause of you failure was you were using a button symbol in
one of your button states.

This is normal and expected. movie clip actions will not be seen until
exported. Advanced Flash designers rarely hit Play and almost always go
for Test Movie because of this.
