this is true -C- but I am not talking about export settings, I am talking
about command keys (i.e. <alt>-s = save.... you can customize them, and
there is even preset illustrator, Photoshop and fireworks command key short
cuts, however they don't have a flash4 preset command key shortcut set...
THAT is the over site I am referring to :o)

its not an oversight, Save as Flash 4 (or 3 or 2 or 1) is part of the
publish settings. Isn't that where it always was?
