There were some very specific Photoshop filters to create 

the TV snow effect:


* Xaos Tools nifty "Tube Time" 

  (which was bundled with one of their other plugs)

* WildRiver had the aptly named "TVSnow" ... I had a very 

  difficult time finding a live URL for WildRiver here in 

  the states, tho it looks like their plug-ins are still 

  available in Japan.
