All things considered, you should be charging how long it takes you to make the demo. If a 2 minute flash movie takes 20 hours to create, then that is what you should be considering.

Basing your rates on the final outcome of the movie is setting yourself up to lose money.

If anything, I'm in a similar situation and my client is well aware that they are paying by the hour and any other expenses it takes to produce a 30 second Flash 'commercial'.

(I did have one client ask for my rate per MB of HTML pages produced... guess what the answer was).
