It's hard to pick *the* difference from afar, but one way to get such a
symptom is if the ActiveX Control is in use while the update is done... we
can't replace a system component while it's being used, so in such a case
you may need to restart the box to get the new installation to register.

I'm not sure whether this is what happened there, of course, but it's a
frequently-discussed way to achieve that kind of symptom, if this context
is of help there.


(btw, I'd definitely recommend using the uninstaller rather than just
moving system components around, because your system's registry could still
believe the material is installed, making things very difficult. Try:
