Use frame based animation and make sure you're using 30 frames per second
(fps) as your time base. Export as a Quicktime (4.x) and bring in the QT
movie. Export it out of QT pro as a DV stream and you're laughing.
The Sony system listed below is probably the Sony ES7 (worked on one for a
couple of years). They're alright, they will use a DV stream in from and
iLink (aka Firewire or 1394) port.
Basically as DV, you can bring your animation into an edit station like
Sony's, Media100 (v6 and up), Premier 5.1, After Effects 4.x, Final Cut Pro
1.2 (highly recommended) etc.
You'll want to reassemble your audio in one of those applications. You can
then output to VHS from those if you have a capture board like a Targa or
Media100.
Another reason you'll want to pass through one of those applications is to
correct your colour for NTSC playback (what VHS uses), otherwise you run the
risk of having over saturated colour that will bleed on a television monitor
(when the colour "ghosts" out over to one side of an image that is too
saturated).

Uh oh, you've got some problems :) we recently output several small
animations from flash for use in tv commercials and it works rather well -
except, you need to use frame-by-frame animation (no movie clips, no
actionscripting). If you actually own QT Pro (rather than the free version)
you should be able to output with all the bells and whistles, but I'm not
sure if that will import for the video production or not. You might be best
off just to set-up the fla as a frame-by-frame animation specifically for
the video production. Wouldn't you rather do the audio track from the video
editing program anyway? We found we have more control that way (no complaint
about Flash's audio - it's great for the web!) The post-production company
we work with actually downloaded a trial version of flash to see what worked
best as output (without loss of resolution etc.) and we decided either QT or
avi work really well. They actually use a Sony System and Windows which is a
little unusual.
Not sure this was much help, but the whole experience was rather wonderful
so maybe there's a bit of useful information in there for you.
