It's your HTML that's triggering IE/Windows to download a Flash 5 player.

This part:
codebase="http://download.macromedia.com/pub/shockwave/cabs/flash/swflash.ca
b#version=5,0,0,0"

Tells that browser that a version 5 player is necessary to view the page. It
has nothing to do with the version you've exported your SWF in - the
codebase tag is telling your computer that it will need the v5 player.
