I haven't seen one, but it's totally possible...

There are serverside programs that can convert MP3s to SWFs
on demand, and you can use 'load movie' to play the song from
another SWF (which would be the player, with the pause,
fast-forward buttons, etc...).

I think the cheapest one would be Flash turbine at
http://www.blue-pac.com/

though I haven't had any experience with it.

Of course the music is contained within an SWF, but I'm not quite
sure why that would be a problem... It streams as well as any other
streaming technology AFAIK, and would cost a lot less than a full
blown realmedia or windows media server.
