Hi guys...

I'd like to 'add' that usually its better to consider the features you need
rather than fit a technical solution and then find later it doesn't work.


Do you just want a social network? Or you want people to create there own
blog / site?


That said .. You'll find that a number of London agencies will recommend
Drupal for community sites. As Sam said it can need pretty hefty
development

WordPress multisite may also be what you need .. Think mashable.com and
Wordpress.com. You can also add buddypress easily.

Drupal is excellent.

There is also the option of Joomla, which is similar idea to Drupal.
