There are plenty of near free website hosting/build technologies out there, requiring little more than really very basic skills to get you up and running. You can pick templates, add your own/edit content etc. If you have zero budget and time why not use one of these? You can get something sorted for a little time, and a few pounds a month including email. I know that does not sound very charitable, but requests to develop something pro bono can end up being much more trouble than either party plan for.
