Steve - For my part, when a "publisher" publishes a privacy policy, and then creates advertising inventory which they open to an advertiser, and fails to contract that advertiser in such a way as to ensure the published privacy policy is upheld, then the publisher is as responsible as the advertiser for the breach. I think your desire to put people in compartments is not necessarily contradictory to my assertion that this law has shaken the entire tree, and many things will fall out of it.
