Alternatively those 10 aol users may visit the site 10 times each with a different address each time, giving 100 addresses.
So 100 addresses could be 10 or 1000 users. Though the latter is probably more likely for most sites.
By the way, cookie routes won't bee 100% successful either (though pretty close nowadays, I suspect) as some browsers/users won't accept cookies.
