Yes and no.

Yes it's a good time to buy a good tech stock but some stocks may not
recover.

Some companies have a solid buisness model - will continue to make money
despite their market status and in my mind shouldnt be lumped in with all
the bad tech stocks - as they have been before.

I think it's been said before but I'm going to say it again - it's time to
sort the wheat from the chaf.
