There's a whole host of mailing list programs available for PCs and
servers, some of which are shareware, some are free. I don't have a list of
them to hand, but you can try:

http://www.gammadyne.com
http://www.mailking.com
http://www.fairlogic.com

These programs have differeing feature sets but you should be able to get
them for under $200. I think MailKing is fairly flexible. If you want a
more robust solution, which will automatically handle bounced email
addresses (don't underestimate how much work this can be if your list
grows) you should look at something like Lyris, http://www.lyris.com.

You may find it easier to rent space on a list server than put together
your own system. Chinwag can help with this, drop me a line off-list if
