Ray,

Have you thought about smaller, local-only ISPs? While only offering a
small cluster of the online households & businesses in the towns, I
distantly remember some research we did which suggested the users of
smaller ISPs did so for the local benefits, and so tended not to change
their default homepage.

Worth sniffing out, particularly since in my experience, ISPs have *no
idea* about media costs.
