Oh, they exist. I understand you can add text-to-speech to Lynx (or a Lynx-like browser), and the BBC were working on something too. The RNIB are pretty web aware so could probably give you more info.

I'd be VERY surprised if this hasn't already been done too, given the ability of cheap PC-based speech-to-text software nowadays.
