yes it is important what people do on the site that counts, hence the more
time people spend, the more used they are to that site and the more
comfortable they are about doing transactions and using service. also the
longer someone is on the site, the more likely they will do something as it
is all about building up confidence to the user of that site. once they are
confident of your site, then they will start doing some "interactivity" be
it applying for credit cards or buying goods and services.
it's all about "sticky content" and services and the more sticky you site is
with content and services, the more likely people are going to stay with you
for all sorts of transactions - but it is about having the content and
services people expect to get on your site.
i'll give an example, I have an account with Cahoot, but everytime i log in
to do banking they give me "perosonalised" info such as weather/news. I
don't need this on my screen as it interferes with the purpose of what I
want to do and there is no way to switch it off! (Or atleast it is not
obvious to switch it off). So I spend as little time as possible on the site
as it doesn't offer what I need... (it offers me the cheapest credit card
deal at 0% interest so I put up with it) - but Cahoot would like its users
to stay around longer and not dip in and dip out again, the longer you are
there the more potential there is to sell...

Surely its not how much time they spend, its what they do on the site
that counts. For example portal sites may prefer users to visit a
number of times a day, spend a little time on the site finding what they
want then exit via an e-commerce partner, ad etc. In contrast sites
like Moneysupermarket.com (which we do the PR for) are more interested
in the conversion rate that the site achieves (i.e. how many buy a
mortgage, loan or credit card) than the volume of traffic we drive to it
or indeed how long the individuals spend on the site.
