For best quality don't use the jpeg format to store a bitmap image
before importing into Flash. JPEG is a lossy format and always creates
visual changes when an image is saved. It creates artifacts that make
using JPEG on the same image less effective resulting in poorer quality
when recompressing an image a second time with JPEG.

Importing lossless versions of bitmaps in BMP, PICT, PNG or GIF formats
will normally result in better quality with smaller file size than if
you have imported a .jpg image.

There are no import setting of bitmaps in Flash.
Export options include the choice of Losslees or JPEG format, setting of
the amount of JPEG compression and smoothing. These options can be set
individually for each bitmap in the Library.

Use the following conditioning tips for bitmaps to get the best quality
bitmaps with the smallest file size on export from Flash.

1) Pre-condition by reducing unneeded detail (noise).
2) Pre-condition by reducing unneeded variation in color.
3) Lossless compression of files before importing into Flash makes no
difference (positive or negative) in Flash as Flash works only with the
fully expanded version of the bitmap (as all graphic programs do).
4) Color reduction (for instance in GIFs) only make a difference as it
affects the image as per 1 & 2 above.
5) Impoting images compessed with JPEG or ones that have been processed
with jpeg or other lossy formats is normally counter productive.
6) Check to see the size of the Lossless export is smaller than jpeg or
at an acceptable size to merit its use. Note, lossless will always be of
better quality than JPEG even when JPEG is set at 100.
