Absolutely java or even javascript is a much bigger security risk than
Flash. Macromedia has gone to great lengths to prevent flash from accessing
the system in a destructive way, and banning of it is simply ignorance on
the part of your sys admin. Tell them to check out:

we use FLash extensively here, its facilitation of educational content
delivery is excellent, ridiculous for your institution to be so held hostage
by ignorant and paranoid Sys Admins...

And there are no Flash viruses anyway, tell your sys admin to check on

Interesting, the only hit on McAffee's virus info site flash produced was on
the job board;-)...

Get the 400k flash only plug-in then, quicker too. Out of curiosity, do they
allow you to use the biggest virus generator of them all? (AKA MS Office)?
