In the source file (.fla), yes, because almost for certain the background
is on one or more discrete layers (if not, your art department needs a
lesson in Flash creation). The layers need not even be deleted, they can be
converted to "guide" layers which don't export. But once the movie is
exported (.swf) all exported layers are flattened into one layer, so the
.swf can't be edited to remove specific layers.
