One way to do it:

Make both pictures symbols.
Motion tween picture #1 so it rotates just to the point where it's a thin line.
Add a blank keyframe after that and drop in picture #2, squished to a thin
line. Then motion tween #2 to where it fills out to its original width.
Then repeat the whole sequence but start with #2 and end with #1. then loop
the whole thing in a movie clip.
