If you make it streaming sound, Flash will drop animation frames if the
computer cannot animate fast enough to keep up with the sound. the sound
will always play in real time, and events on the timeline will correspond
to where the soundwave is at a given frame. of course, you can just add
more loops to the sound to make it play longer.

There's no easy answer, but 20 is likely to be way too fast. Something like
12fps (Flash default) is more typical, and it really will depend on the
complexity of your animation and your use of symbols as to how fast a
machine can handle it. So the real answer is to test it (sorry!).
Converting a tween to a series of keyframes will enlarge the file size but
can reduce processor demands, so that's one tactic to try for speeding up
animation. Sometimes making a tween shorter (fewer frames) can smooth
playback, too. See FlashCentral for a number of articles about optimization
techniques.
