if by old you mean as long ago as a 486, you'll likely get a little less than
10 fps with next to no animation happening. average with real stuff going on
is somewhere around 5 or 6. the best way to choose a frame rate is to add the
moock fps speedometer to your movie, then play your movie back on the slowest
machine you anticipate your users having, then record the fps readout for the
heaviest animation section. set your movie fps to that setting. might be
alarmingly low, but you'll guarantee the same playback on all machines. if
you set the fps higher, you'll get slow playback on old machines and faster
playback on new ones.
