No it's got zip to do with MS and everything to do with US Goverment
paranoia.
The US Gov knows that 128 bit encryption is pretty secure and are scared
that their citizens may be able to transfer information which they cannot
easily pry into. It's against the law for anyone in Canada or the States to
send you a copy. It's all immaterial, as anyone with a little Internet savvy
can easily obtain a copy.

why? is it paid? No, it is not. You don't need to pay for it, or to register
something. This is just bs from Microsoft. Is US or Canada any better from
any other country? Or is the online banks and companies safer than others,
or any different? No, I don't believe so.
See, the only thing the unable us non americans (or at least, non residents,
once I am SOUTH american) is that MS doesn't want to.
