Normal fonts are exported with their shapes see below.
Do NOT break text apart unless you are going to modify its shape or do a
shape tween with it.

This is a mistake and very misleading. It was meant to apply to text in
text fields only.
Here is the correct run down on text:
1) 3 new system devicefont designations (_sans, _serif or _typewriter)
that are normally used in text fields. When one of these fonts are
selected flash will use a font similar to that font on the user's
computer. Normally if you are not going to select 'Include all font
outlines' you should use one of these font selections for your text that
is used in text fields.
2) Text in text fields can be used as regular Flash text with its shapes
exported, if your select 'Include all font outlines'.
3) All regular text (except _sans, _serif, _typewriter) will be exported
with shapes.
