Hi Tom,
When you exporta a file in Flash 3 format the Flash 4 authoring program
uses PCM compatible compression for the sound (even if MP3 is selected),
and the sound is larger than it would be if saved in Flash 4 with MP3
sound compression.
If saved in Flash 4 format with MP3 selected only those with Flash 4
plugins/ActiveX controls will hear the sound.
If saved in flash 3 format even if MP3 is selected the sound format will
be a Flash 3 compatible PCM and both Flash 3 and 4 viewers will hear the
sound but it is highly likely that the file will be larger.
