Click on frame 1 designation in the timeline (not in the layer but on the
timeline above the top layer). F5 inserts blank frames thereafter. You
then need to select frame 1 in all layers and drag it to the right past the
new empty frames. If you select just a single frame in one layer, F5 will
insert extra frames only in that layer.
Padding movies with a few blank initial frames seems to be a good idea
generally.
