Music and sounds don't start their life compressed in MP3.
MP3 is a distribution format and is a lossy compression format taht when
recompressed will result in more loss and often a bigger file.

MP3 like JPEG is a final distribution format and its compression should
normally be supplied once.

Another point is that there is very little MP3 music that one would have
the rights to use in a Flash production.

This would be normal.
