Occasional is a more accurate for myself.

If you are taking a test that you are forewarned about, then I would
assume you refreshed your memory on parts of HTML you were unsure of. I
don't expect to take tests with an open text book and I don't think this
is a common occurance.
I don't expect a coder to code either while taking a test or doing a
normal HTML page with a book open. I expect he will have a book or link
handy to help him if needed, but if he is buried looking in the textbook
he is not a qualified HTML coder (at least not yet).

Of course it is. It is not that you wouldn't expect a HTML coder to ever
look up code while working, but if he had to do it during a test!!!
Even with programs such as dreamweaver someone, who creates web pages
should have a good working knowledge of bsic HTML, though as pointed out
you may have to refresh your memory if you rarely hand code.
