I think that the test in this case is to determine whether or not someone
understands
the how the basic html tags ie - table, font, a href, src, strong, head,
body, img and other
basic tags work. An HTML programmer should be able to take a designers look
and
feel and be able to display the same look and feel with a minimal amount of
page weight
and browser/platform variations.

I consider DOM not to be part of basic HTML and would not expect an HTML
programmer
to know everything related to creating objects with Dynamic HTML
