Go into File > Publish Settings (Ctrl+Shift+F12 on PC, Cmd+Shift+F12 on Mac) and select the HTML tab. Then choose the "Flash 3 + Image" template.

I'm simply using the default but I'm publishing a Flash 3 .swf, so it seems to me that the program should be somewhat intuitive enough to understand that I'm requesting a simple embed. I don't want an Image to be called. This seems a little counterintuitive to me.

Not in the least; but when I work for a client who requests a Flash3 file, I don't feel that I should, nor everyone else should, have to take the extra steps when this is something that should simply be included within the frame of "how it works". Make sense to me and me alone or does this seem like something that is "upgrade
worthy"?
