MACR, is this a purposeful piece (a la "remote control") to "force" users to

Are you using the specific Flash 3 publishing template or the default Flash 4 template when you publish your HTML? The Flash 3 template has references to the 3.0 ActiveX control. Go into File > Publish Settings (Ctrl+Shift+F12 on PC, Cmd+Shift+F12 on Mac) and select the HTML tab. Then choose the "Flash 3 + Image" template.
If you want all your files to use the Flash 3 ActiveX control, you can modify the default template, preferably under a new name.
