There are a couple of ambiguities here for me, but if you'd like to show
more or less of the stage without resizing elements, then this can be done
in the Macromedia Flash 4 authoring environment itself, in the "Modify
Movie" dialog.

(To do it at runtime in the HTML, based on the current size of the browser
window, would be trickier... it would probably be simpler to just center
the OBJECT/EMBED in the page and use an HTML-based background of a similar
color.)
