For editable text, until the swf is published, flash
is like any other program, and gets the fonts from the
local station.

You can convert the text to outlines->modify/break
apart, in which case each letter is now a vector curve
rather than a font (what flash does when you publish a
swf), however now you will not be able to edit the
text (using the text editor).

There would certainly be licensing issues if flash was
to make a full copy of the font(s) internal to each
file, though it is interesting that you can include
all font outlines when publishing editable fields (not
often a good idea though as it increases the .swf size
by the size of all the outlines of the chosen font(s).
