There is a "samplers rule" but I believe it is more like 7 seconds, not 29.9

I think you got this from the old Prodigy or AOL rule. It doesn't fit
though. Some houses copyright ANY use so you can't count on that. It is a
bit frustrating that Puff copies an entire song and is considered an artist
and gets a Grammy though.

I have tried to get an OK to use portions of a piece and if you are honest
be prepared to spend months waiting for them to tell you yes or no and the
parameters.
