Brian,

Sound sync in Flash like the one you are attempting is not possible.
Marc might have some useful suggestions but I would doubt it.
If your project requires the type of sync you describe then you can use
the Flash and Beatnik approach.
This solution will give you full sync control at the cost of a slight
redefinition of the viewers basic requirements.
