Subject:	FLASH: Cartoon character animation helpers?

Are there shortcut programs that would aid in creating cartoon like
character animation and movement for Flash? Something like cell animation
programs for the screen? Are there programs that help do that in Shockwave?

Not asking for 3D here... just flat cartoon actions.
